Guyana has commissioned and produced many plans over the years, often at the behest of international organisations and/or in pursuit of funding. Few plans have endured beyond the electoral cycle or survived a change of administration. The National Development Strategy (NDS), as revised by members of civil society (in 1998 and subsequently), is one notable exception and may perhaps serve as a template for the future.
As we embark of a period of accelerated change, the need for a long-term vision – a cross-sectoral, collaborative, cross-party, consensus-based plan for sustainable and equitable development – is, arguably, even more acute. Strategic infrastructure planning, the extensive process of de-carbonising our economy, of integrating ecosystem services and carbon credits, of building climate resilience: these are all undertakings that will span decades and will affect generations of Guyanese.
Dr Collin Constantine (economist), Lance Hinds (who was involved in updating the NDS) and Dr Anna Perreira (of the University of Guyana’s GREEN Institute) joined Stuart Hughes (President, Guyana Association for Professional Engineers) to discuss some of the implications.
